Individuals with Disabilities Education Act (IDEA) Special Education

Part B, Sections 611 flow-through grants and 619 preschool grants

These funds were available from February 17, 2009 through September 30, 2011. This information is archived and has not been updated since December 2011. 

Program Description: This funding is for formula grants to increase the federal share of special education costs. It is estimated local educational agencies (LEAs) will see an increase of federal support from the current level of approximately 18% to 27% of eligible costs. The Office of Special Education Programs (OSEP) in the U.S. Department of Education will issue guidance shortly to state education agencies (SEAs) regarding application and accountability procedures for LEAs to use to access this additional funding. Issues already addressed include maintenance of effort and supplanting provisions, risk pool calculations, Coordinated Early Intervening Services (CEIS) requirements, timeframes and accountability measures. Information will be posted on the DPI website at http://sped.dpi.wi.gov/node/38536/ and on the Special Education websites as it becomes available.

Funding: IDEA funding is distributed according to a formula established in IDEA. Wisconsin received $218,027,899 in the form of flow-through and preschool IDEA recovery funding. In addition, Wisconsin received $189,909,918 in regular IDEA flow-through and preschool allocations for fiscal year 2009-2010.

Eligible entities: Local educational agencies (LEAs)

Application process/reporting: IDEA flow-through and preschool entitlement funding is distributed according to a formula established in IDEA. The application and reporting process is separate for IDEA recovery funds. Each LEA will be required to submit an application, including budget, a report of how the funding is used and the results. No cooperative applications will be accepted.

Timeline:

LEAs must submit IDEA entitlement budgets, IDEA recovery budgets and the IDEA assurances, signed by the District Administrator, by July 1, 2009. The IDEA assurance document can be downloaded from http://dpi.wi.gov/files/forms/doc/f3201-assurances.doc. The IDEA budgets are accessed through the Special Education Web Portal.

    To look specifically at flow-through and preschool dollars, click on “View All Programs” under “Where’s the Money Going?” Next click on “Grants to States to Educate Children with Disabilities” to view how the flow-through dollars are being spent or click on “ARRA-IDEA-Preschool” to view how the preschool dollars are being spent.


    At the bottom of the Award Information page for either the flow-through or preschool grants, you will see “Sub-award” and “Vendor” buttons. The “Sub-Award” page will display all LEAs in the state and the amount of ARRA funds they have received as well as the amount they have claimed. The “Vendor” page will display vendors that have received, or are budgeted to receive, more than $25,000 in ARRA money. The vendors are an aggregate list – they are not broken out by LEA.
