On February 22, 2006, the Department of Public Instruction received a complaint under state and federal special education law from XXXXX against the Iowa-Grant School District. This is the departments decision regarding that complaint. The issue is whether the district, during the 2005-2006 school year, implemented the supplemental aids and services in a students individualized education program (IEP) regarding modified assignments and limiting choices.
The students IEP, under supplemental aids and services, provides for modified assignments, daily and for each class. The IEP provides a list of ways in which the assignments will be modified. The IEP further states that assignments should be written in the assignment notebook by the teacher, peer, or student. These provisions are being implemented by the district. Some of the modifications that have occurred include rephrasing questions, limiting the number of choices on multiple choice questions, reading assignments to the student, enlarging the print, note taking, and reducing the amount of work required. The IEP does not require that the reading level of the assignments be lowered as alleged in the complaint.
